The Masked Syndicate

"You have all served the Syndicate since the first stone of this city was laid."

Officially, there is no such organisation as the Masked Syndicate. Any such rumours are nothing more than the murmurs of the criminals of the New Coastview, born of fear and superstition.
In that underbelly, however, the murmurs and rumours are too consistent to be entirely fabricated - a group that has fingers and agents in all other factions of the city, led by a mysterious figure known as The Masked, who uses a legendary mythal to shroud their identity behind powerful magic, and who claims to have exerted control over Coastview since it was first founded.
Every faction and organisation claims that they are free of any influence that such a hidden syndicate may exert, but it is impossible to verify such things - and people claiming to be agents of the Syndicate always seem to be frighteningly well-informed...
